According to the relevant national policies, the tanneries with less than 30 thousand tons of annual production capacity are basically non-existent in Guangdong province. At this stage, Guangdong province has drawn up more stringent standards according to the actual situation, that is, besides the tanneries with an annual production capacity of less than 30 thousand, it also includes factories that fail to meet the standards of wastewater discharge and fail to meet the standard of pollution control facilities.

Wang Jianxin, director of Guangdong Leather Association, said: "the leather industry of Guangdong province has to eliminate 510 thousand marked backward production capacity this year. The label is calculated with a piece of cowhide, that is, 1 cowhide is a standard sheet, the other leather is converted according to cowhide, 2 pigskin and 5 sheepskin are counted as one piece of cowhide."

According to the Ministry of industry and information technology, the leather industry has eliminated backward production capacity not only to turn off tanneries that are not qualified, but also to upgrade some of them, such as environmental control, emission reduction, tannery technology pformation and equipment renewal. That is to say, the production lines or enterprises that take these measures can be counted as elimination of backward production capacity.

In 2007, the central government set up special funds to give certain rewards to enterprises with backward production capacity in economically underdeveloped areas.

In 2010, the state initially arranged 4 billion yuan reward fund.

The Ministry of Finance said that in the arrangement and use of funds, communication and consultation should be strengthened to give full play to the role of the competent departments in the industry. The departments in charge of industry and informatization should consult the financial departments to make good use of incentive funds, while local governments should raise funds in accordance with the requirements of the State Council to support the elimination of backward production capacity in the region.

According to the actual situation in the region, Guangdong will reward enterprises that actively eliminate backward production capacity.

For enterprises that actively eliminate backward production capacity, we must eliminate backward production capacity data and data collection and preservation, so as to prepare relevant departments for examination and verification.

Through the news media, the government will announce to the public the list of enterprises to eliminate backward production capacity, backward equipment and time limit for elimination, and expose areas and enterprises that are unable to eliminate backward production capacity so as to enhance social supervision.
