Jiang Kejun, an energy expert of the NDRC, is presiding over the possibility of China's introduction of carbon tax. In January 5th, he told the financial reporter that the current carbon tax is still in the internal discussion stage, and several sessions are being studied.

Jiang Kejun believes that carbon tax is the first thing to send a signal to big energy consumers. For high energy consuming industries, policies will be promulgated and standardized.


Another carbon reduction policy is also being discussed: voluntary carbon emissions trading national standards.

Jiang Kejun said that the national standard of voluntary carbon emissions reduction has not yet entered the planning stage. At the moment, it can only encourage first look, but it will ultimately depend on the speed of the provincial total emission reduction commitment. Only a clear indicator of emission reduction can be gradually decomposed into enterprises.


Li Junfeng also believes that there is no clear idea of whether emissions reduction targets can be traded.
