$300 Billion Tax Exclude US $300 Billion Tax Collection Products Issued By The United States Fifth Batches Exclusion List
In June 8, 2020, the United States Trade Representative Office (USTR) announced the fifth batch of products under the list of $300 billion plus tariff products, excluding 34 products, including 8 categories of textile and clothing products (completely excluded). The excluded products will no longer be subject to a 7.5% tariff when they export to the United States. The validity of the excluded products specified in this notice is from September 1, 2019 to September 1, 2020.
In August 20, 2019, the US Trade Representative Office (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional duties of the products listed in the action list A came into effect on September 1, 2019. In August 30, 2019, USTR decided to raise the additional tax rate from 10% to 15%. In January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. Listing B has not yet been introduced.
The description and HS code of textile and apparel products excluded are as follows:
1) 5210.11.4040: completely exclude the mixture of man-made fibers, cotton less than 85% cotton cloth, weight less than 200g/ square meters;
2) 5210.11.6020: completely exclude the mixture of man-made fibers and cotton fabrics with less than 85% cotton content, and the weight is less than 200g/ square meters, 43-68 poplin or wide cloth.
3) 6116.10.4400: Women's tailored and stitched garden gloves, cut and sewn from pre existing polyester and cotton woven knitted fabrics, which contain 50% or more of the weight of rubber or plastic.
4) 6116.10.5520: Knitted and sewn knitted glove knitted gloves with four PVC glue dots, which contain 50% or more (weight) cotton, man-made fibers or wool or any combination of them.
5) 6116.10.6500: gloves containing less than 50% weight of textile fibers coated with rubber or plastics designed to enhance grip.
6) 6116.93.8800: gloves made of polyester knitted fabrics are cut and sewn, not impregnated, or coated or covered with plastics or rubbers.
7) 6216.00.1720: there is no polytetrafluoroethylene plant fiber gloves coated with PVC.
8) 6307.90.9889: pillows and quilts made of microfiber fabrics made up of not more than 1.22 points of filament yarn. The weight of the fabric is at least 55 g / m2 but not more than 155 g / m2.
