Since this year, in the face of severe challenges to the development of foreign trade caused by the sudden epidemic situation, the Ministry of Commerce has resolutely implemented the decision-making and deployment of the Party Central Committee and the State Council, done a solid job in the "six stability" work, comprehensively implemented the "six guarantees" task, closely followed the changes of foreign trade situation, and jointly promoted the introduction of a series of policies and measures to stabilize foreign trade in conjunction with various regions and departments, and paid close attention to the implementation, so as to provide practical help Foreign trade enterprises have made positive progress and achieved good results in various work, and foreign trade has stabilized and improved. From January to August, China's total import and export volume was 20.05 trillion yuan, down 0.6% year-on-year. Among them, exports were 11.05 trillion yuan, an increase of 0.8%; imports were 9 trillion yuan, down 2.3%. In terms of international comparison, China's import and export performance is better than the average level of major global economies.

From January to August, the operation of foreign trade showed the following characteristics:

First, the role of "stabilizer" of private enterprises is prominent.

Private enterprises showed strong resilience and made outstanding contributions to stabilizing foreign trade, with export growth of 8.3% and overall export growth rate of 4.2 percentage points, increasing the proportion of 3.8% to 54.9%.

Second, the export share of emerging markets continued to rise.

8% to emerging markets. Among them, exports to ASEAN increased by 6.9%, and ASEAN became China's largest trading partner.

Third, the export-oriented economy in the central and western regions has accelerated.

The central and western regions have achieved success in undertaking the industrial gradient transfer from the eastern region. The export growth rate was 6.8%, 6% higher than the overall growth rate, and the proportion increased by 1.1% to 18.6%.

Fourth, the export of high-tech and high value-added products grew strongly.

The export of mechanical and electrical products increased by 2.1%, accounting for an increase of 0.7 percentage points to 58.5%. The growth rate of home appliances, mobile phones and integrated circuits reached 14.7%, 14.9%, 14.9%, respectively. Driven by the export of anti epidemic materials such as masks and gloves, the export of textiles and plastic products increased by 37.8% and 14.5%. Labor intensive products are greatly affected by the epidemic, and the export is relatively weak.

Fifthly, the industrial foundation is stable and the general trade is continuously strengthened.

General trade exports increased by 2.5%, driving the overall export growth by 1.5 percentage points, increasing the proportion by 1 percentage point to 59.6%. The export of processing trade decreased by 6.6%, accounting for a decrease of 2.1 percentage points to 26.9%.

Sixth, new formats such as cross-border e-commerce have become new highlights of foreign trade growth.

The policy environment and business environment of the new foreign trade business continued to be optimized, the vitality of market entities was constantly stimulated, and the export of cross-border e-commerce and market procurement trade increased against the trend, with growth rates of more than double-digit.

Under the complicated and severe situation this year, the steady and better than expected foreign trade lies in the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core. Thanks to a series of powerful and effective policies and measures to stabilize foreign trade issued by the State Council in time, foreign trade enterprises are also inseparable from facing difficulties, innovating and developing, making every effort to grasp orders and expand markets.

At the same time, we should also see that at present, the epidemic is still spreading all over the world, the world economy is in deep recession, the demand for international trade is shrinking sharply, the supply chain of global industrial chain is blocked, economic globalization is encountering counter current, protectionism and unilateralism are on the rise, uncertainty and instability are obviously increasing, and China's foreign trade development is facing a more complex and severe situation.

In order to do a solid job in foreign trade work throughout the year, the Ministry of Commerce held a national conference on stabilizing foreign trade in Fujian on August 28 to study and judge the situation, interpret policies, compact responsibilities and pay close attention to implementation. In the next step, we will continue to take Xi Jinping's thought of socialism with Chinese characteristics for a new era as the guidance, promote the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other, comprehensively promote the normalization of epidemic prevention and control and business reform and development, accelerate the cultivation of new formats of foreign trade, stabilize processing trade, actively expand imports, and carefully run the 128th Guangjiao The meeting and the third China International Import Expo will focus on ensuring the main body of the market, ensuring the market share, ensuring the stability of the supply chain of the industrial chain, and promoting the innovative development of foreign trade. We will do everything possible to stabilize the basic market of foreign trade and foreign investment and spare no effort to complete the annual target tasks.
