New Statutes For Children Products In Multistate

The WTO Office of the Ningbo inspection and Quarantine Bureau issued an early warning. The state of New York and Illinois recently adopted a number of measures for toys, child care products and so on, which may constitute obstacles to the export products to the Ningbo enterprises in the US.


  


New York issued a ban to become the first child in the United States to prohibit the sale of phosphoric acid three (2- chloroethyl) ester containing flame retardants through legislation.

The ban will take effect from December 1, 2013.

According to the law, child care products refer to consumer goods intended for children under 3 years of age, including baby products, toys, car seats, feeding pillows, baby mattress and pram.

The first offender will be fined, and the daily fine will be up to $1000 during the duration of the offence. The offender will be fined up to $2500 a day.


  


Illinois recently decided to amend the "precaution against lead poisoning act" which requires children's jewelry, nursing supplies and toys containing paint materials. If the total lead content of any component exceeds 40ppm, a warning label must be attached.

It is revised and clarified that the labeling requirements apply to certain jewelry worn by children for wearing and will pierce the body. If the lead parts are not normally exposed to children under normal normal use or abuse (according to the definition of the Consumer Product Safety Commission), or if the relevant components have been awarded the third party test by the Consumer Product Safety Commission, there is no need to add a warning word.

The warning words specified in the regulations are "warnings: lead containing, if there is a certain risk of eating or chewing, the dust may also contain lead (WARNING:CONTAINS LEAD. MAY BE HARMFUL IF EATEN OR CHEWED. MAY GENERATE MAY") modified as "warning: containing lead, according to federal standards, if eaten or chewed, there is a certain risk."

At the same time, the legislation redefines the definition of jewelry, child care products and lacquer toys, and the definition of children's jewelry remains unchanged.

At the same time, ensuring product quality is the key and ensuring reliable product quality to stabilize the market position; in addition, finding the market position of enterprise products, we can turn our attention to the emerging markets such as South America and the Middle East, and seek new trade opportunities.

Jewelry: its definition covers a wide range of ornaments for people to wear, including ankle, arm, hand, brooch, necklace, crown, cufflinks, hair ornaments, earrings, rings, pierced body accessories, ornaments and pendants placed in the mouths.


  


Children's jewelry refers to jewelry made and sold to children under 12 years of age, and the jewelry: (1) its packaging, display or advertising shows that they are suitable for children under 12 years of age; (2) they are sold or combined with other products, and the packaging, display or advertising shows that they are suitable for children under 12 years of age; (3) their size is suitable for children to wear instead of adults; or (4) they are sold in vending machines, retail stores, mail order catalogues or websites, and their products are packaged, displayed or advertised to show that they are suitable for children.
